The crew used a car that resembled an undercover police vehicle and posed as police officers during kidnappings and robberies, the indictment alleged.
Lewellen, who allegedly helped the group evade law enforcement, was known as an enterprising narcotics officer with knowledgeable informants and the ability to bring in large amounts of illegal drugs, sources said.
He was said to have played a role in a huge cocaine seizure in 1999 — at the time called the largest in Chicago Police Department history."
